Could Putin Use Nuclear Weapons?

This question originally came from the Ask Me A Question blog, where it was submitted by Spider. We are opening it up here as a forum discussion as well.
Spider wrote: Vladimir Putin frequently talks about Russia's nuclear arsenal, but could he really use nuclear weapons without risking massive destruction to his own country? As the war in Ukraine continues, might he resort to tactical nuclear weapons? And if he does, how would the West respond: nuclear retaliation or conventional military action?
This is a serious current-affairs question, so keep the discussion careful, factual and respectful.

Nuclear weapons are not just another military option. Any use would carry enormous risks, including escalation, international response, civilian harm and long-term global consequences.

A few points to discuss:
  • What makes nuclear threats different from ordinary military threats?
  • How does deterrence affect decisions by nuclear-armed states?
  • What are the risks of tactical nuclear weapons being discussed too casually?
  • How might other countries respond without escalating further?
  • How should public discussion handle fear, speculation and facts?
Do not post threats, extremist material, violent fantasies or unsupported claims. Keep the discussion responsible.
